Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completed a 3-year Community College technologist program in environmental science, engineering technologist, chemical technologist, water and wastewater treatment
Experience: Candidates should have a minimum of 5 years of operating experience in Class I (or higher) water treatment systems
Physical Requirements:
- The candidates should have the ability to troubleshoot equipment and solve process problems and work from elevated platforms, climb ladders, and enter confined spaces and work in outdoor weather conditions
- The candidates should be able to work effectively with minimal supervision and carry out the physical requirements of the position, including lifting 20 kg containers of hypochlorite solution
- The candidates should be able to work on-call and overtime and demonstrate alertness and attention to detail
- The candidates should be conscientious, dependable, and personable with customers and the public and be self-motivated and able to work independently
Other Requirements:
- The candidates should possess an Ontario MOE Class 2 Water Treatment Operator Certificate and hold or be willing to obtain an Ontario MOE Class 3 or higher Drinking Water Treatment Operator Certificate within the timeframe determined by the employer
- The candidates should complete all required on-the-job training or certifications WHMIS, fall arrest, confined space entry within the employer’s timeframe
- The candidates should have a valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points
- The candidates should have comprehensive knowledge of water treatment processes and equipment and comprehensive knowledge of operating principles for electrical and mechanical systems
- The candidates should have advanced knowledge of provincial regulations for drinking water quality and treatment and advanced knowledge of laboratory QA/QC procedures and sampling techniques
- The candidates should understand instrumentation and control (SCADA) fundamentals for process operations and intermediate knowledge of applied mathematics, hydraulics, chemistry, and physics
- The candidates should have intermediate knowledge of mechanical systems and equipment and intermediate knowledge of water distribution system operations
- The candidates should have detailed knowledge of City of Ottawa and Water Services policies and procedures and be familiar with the Occupational Health and Safety Act, procedures, and safety equipment
- The candidates should demonstrate effective communication (written and verbal) skills at all levels of staff and advanced communication skills for handling public and customer complaints
- The candidates should be able to record data and operational logs clearly and concisely and work with sensitive process and analytical instruments, comply with the City of Ottawa’s Respiratory Protection Policy and a good attendance record
Responsibilities:
- The candidates should be able to manage day-to-day operations and water quality monitoring in the drinking water supply system, including overseeing 16 pumping stations, 4 elevated tanks, 5 water reservoirs, and 6 municipal well systems
- The candidates should be able to act as the Operator-In-Charge at remote water facilities, in accordance with O.Reg. 128/04, by taking readings, inspecting, conducting tests, and adjusting the treatment process
- The candidates should be able to provide a first response for operational emergencies or alarms in the water supply system, both during day-hours and off-hours as part of an on-call rotation
- The candidates should be able to provide front-line customer service for complaints and concerns related to water quality, conducting in-home testing and providing technical information to residents
- The candidates should be able to maintain a sustainable and high-quality water supply while ensuring adherence to regulations and best practices
- The candidates should be able to collaborate with other teams and authorities to support ongoing water treatment and distribution efforts
- The candidates should be able to ensure that water services are provided in a safe and environmentally responsible manner to benefit the community
