Physical Requirements:
- The candidates should be able to carry supplies, vaccine coolers, and equipment, including vision and hearing screening machines, up and down stairs, and in and out of a vehicle, often requiring multiple trips with various sizes and weights over uneven, slippery roads and walkways in extreme cold weather
- The candidates should be able to bend and stand in awkward positions during patient assessments or care and may need to sit or kneel on the floor, depending on the client’s home environment and work in settings that may expose them to communicable diseases, hazardous materials, and unsanitary conditions, while managing equipment or personal protective equipment (PPE) under extreme weather conditions
- The candidates should expect to spend up to 50% of their time providing direct patient care, utilizing the combined senses of touch, sight, smell, and hearing in uncontrolled settings such as clients’ homes and adapt to a dynamic and constantly changing environment, re-evaluating and shifting priorities while managing significant interruptions and distractions
- The candidates should be able to respond promptly and appropriately in outreach settings and home environments, employing comprehensive critical thinking, clinical judgment, and public health knowledge in isolated situations with minimal resources
- The candidates should be prepared to encounter clients and family members who may be violent, under the influence of substances, or exhibiting emotional and physical instability, requiring awareness of personal safety in unpredictable situations
- The candidates should be willing to deliver programming in remote locations such as Dettah and N’Dilo, traveling as lone workers over gravel or ice roads in extreme cold weather
Other Requirements:
- The candidates should have at least two (2) years of experience in a Public Health or Community Health setting and six (6) months of supervisory experience
- The candidates should be able to demonstrate advanced knowledge of the nursing process, including assessment, planning, implementation, and evaluation, to ensure that patients’ physical, emotional, psychological, spiritual, and educational needs are met
- The candidates should possess knowledge of advanced biological, physical, and behavioral sciences to recognize, interpret, and prioritize findings, determining and implementing a plan of action based on accepted standards of practice
- The candidates should be aware of current nursing trends in disease prevention and practice, enabling them to plan, develop, coordinate, implement, and evaluate comprehensive health services that address community needs while being sensitive to cultural, social, and regional conditions
- The candidates should have the ability to apply sanctioned transferable medical functions as outlined in the Nursing Administration Manual’s standards, policies, and guidelines performing Pap smears
- The candidates should be knowledgeable about education principles related to adult learners to effectively develop and deliver subject-specific training and development
- The candidates should be able to facilitate creative problem-solving using a situational approach that incorporates conceptual, analytical, interpretive, evaluative, intuitive, and constructive thinking skills
- The candidates should have proficiency in word processing applications Microsoft Word) to complete training materials, presentations, scheduling appointments, and maintaining health records EMR and electronic communications
- The candidates should be able to educate clients and their families on appropriate self-care methods and techniques and possess the ability to effectively supervise and support staff while demonstrating a good understanding of Human Resource Management principles, policies, and the Union of Northern Worker (UNW) Collective Agreement
- The candidates should understand the scope of practice for roles such as Community Health Nurse, Program Assistant, Clinic Assistant, Office Supervisor, Nurse Practitioners (NPs), and Public Health Nurses (PHNs) and recognize the importance of confidentiality and consistently maintain the privacy of personal and medical information
Responsibilities:
- The candidates should be able to provide clinical leadership, supervision, and subject matter expertise to the Public Health team in Yellowknife, N’Dilo, and Dettah
- The candidates should be able to ensure safe and effective patient care and nursing practice
- The candidates should be able to deliver clinical education and mentorship to nursing staff in accordance with established standards, required organizational practices, and Northwest Territories Health and Social Services Authority policies
- The candidates should be able to ensure that the physical, emotional, psycho-social, cultural, spiritual, and educational needs of patients are met
- The candidates should be able to lead the evaluation of patient and family experiences within Public Health
- The candidates should be able to supervise public health programming, perform clinical duties when needed, and model excellence through the demonstration of clinical best practices in collaboration with Public Health Nurses (PHNs)
- The candidates should be able to support staff in managing complex, difficult, or unusual situations
- The candidates should be able to guide PHNs from task orientation to empowered analytical thinking and caregiving approaches
- The candidates should be able to provide mentorship and training to new staff while promoting continuing education to encourage professional growth among all staff
