Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of Grade 12
Experience: Candidates should have considerable experience in the relevant field

Physical Requirements:

  • The candidates should be able to review and supervise the work of subordinate buyers and provide training

Other Requirements:

  • The candidates should have hold the SCMP Designation from the Supply Chain Management Association or a CPPB designation from the NIGP, along with seminars in the laws of competitive bidding, contract law, and contract administration, or have a suitable combination of training and experience
  • The candidates should have considerable experience sourcing and purchasing a variety of goods and services typically used in a municipal setting and possess thorough knowledge of purchasing principles, practices, methods, and municipal policies and procedures governing purchasing operations
  • The candidates should have considerable knowledge of the sources, quantities, types, and prices of goods, commodities, and services and considerable knowledge of market conditions, price trends, business conditions, and governmental regulations affecting the work
  • The candidates should have considerable knowledge of contract law, risk management, and negotiation techniques and develop, issue, evaluate, and award tender and proposal documentation, develop purchase documentation, including purchase orders and contracts
  • The candidates should be able to manage risk inherent in the goods and service acquisitions, ensuring insurance and bonding requirements are addressed and troubleshoot contracts and possess sound negotiation skills
  • The candidates should have a working knowledge of the functions and requirements of the departments served and evaluate quality, vendor capability, lifetime cost, and service factors to determine quality and suitability of all supplies, services, and commodities
  • The candidates should be able to interpret and apply the laws of contract and competitive bidding to a variety of situations and facilitate interdepartmental evaluation teams through complex bid evaluations and use a variety of evaluation methodologies
  • The candidates should be able to make recommendations for solutions to complex and specialized purchasing issues and maintain effective working relationships with a variety of internal and external contacts and negotiate with vendors
  • The candidates should be able to prepare specifications, contracts, tender and request for proposal documents for a variety of products and services, and monitor and administer contracts and review market conditions and prepare reports and recommendations on purchasing matters and use a computerized materials management system and various software applications and hold a current and valid BC driver’s license
  • The candidates should attach the following records and satisfy the City’s driving requirements: a copy of your three-year ICBC Commercial Driver’s Abstract (N Print) directly from ICBC dated within 14 days of this posting, and a copy of your three-year ICBC Driver’s Claims History directly from ICBC within 14 days of this posting. Drivers who have moved to B.C. during the past three years will be required to provide their Driver’s Abstract and Driver’s Claims History

Responsibilities:

  • The candidates should be able to review bid documentation of Buyer I and IIs, identifying bid amendments required before and during the bid issuance
  • The candidates should be able to advise and assist departments and suppliers regarding purchasing requirements, specifications, contracts, and details of goods and services to be purchased
  • The candidates should be able to prepare detailed specifications and effective request for proposal documentation in conjunction with client departments; identify appropriate evaluation criteria; recommend the appropriate form of contract and levels of indemnification
  • The candidates should be able to draft proposal language according to precedent and obtain information and material required to inform procurements from a variety of sources
  • The candidates should be able to administrate the proposal calls to source qualified vendors and ensure all information is uniformly distributed and the proposal is issued in accordance with City policy and government guidelines
  • The candidates should be able to independently or in conjunction with client departments, evaluate proposals on a wide variety of criteria including, but not limited to, ability to meet specifications, price, pricing terms, price change mechanisms, escalation options, future availability, supplier’s business and technical reputation, and vendor references
  • The candidates should be able to conduct complex negotiations to finalize contracts in conjunction with the Category Manager and client departments and negotiate contract renewals or major contract changes
  • The candidates should be able to ensure that the required insurance, licenses, bonding, and WCB requirements are in place and prepare award recommendations to the Category Manager
  • The candidates should be able to perform research and analysis of products and services and prepare reports and recommendations on the purchasing of the same and oversee the work of Buyer I and IIs
