Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of Completion of a master’s degree in environmental or Resource Management, Land Use Planning, Geography, Public Policy and Public Administration
Experience: Candidates should have plus three years of experience in policy and program development and analysis

Other Requirements:

  • The candidates should have knowledge of the theory and practice related to land management and administration, environmental management, socio-economic research and analysis, strategic analysis, policy development and evaluation, and program evaluation
  • The candidates should have knowledge of cabinet, legislative, and policy processes and protocols, with the ability to develop new legislation, acts, agreements, frameworks, strategies, and policies when directed
  • The candidates should have knowledge of northern institutions, corporations, government systems, and communities, and the ability to interact with Federal and GNWT departments, Aboriginal organizations, community organizations, and various business communities
  • The candidates should have knowledge of the history, culture, political and economic aspirations of Aboriginal people and other Northerners, and of land rights and land use
  • The candidates should have strong analytical skills, with the ability to express ideas, negotiate, and communicate effectively, and to analyze critically and suggest appropriate actions, sometimes under tight deadlines
  • The candidates should have a working knowledge of analytical research and evaluation techniques related to public land management and property assessment processes and systems in the Northwest Territories
  • The candidates should have the ability to provide recommendations, expertise, and communicate messages effectively in writing or verbally to various audiences on communications and policy matters
  • The candidates should have knowledge of key partners and stakeholders, including industry, NGOs, Indigenous governments, municipal governments, and federal departments
  • The candidates should have knowledge and use of Microsoft Outlook, Microsoft Word, Microsoft PowerPoint, and Microsoft Excel

Responsibilities:

  • The candidates should be able to provide advice to GNWT Departments on all land decisions and initiatives that have government-wide and cross-governmental implications
  • The candidates should be able to identify policy and program goals in support of the Department of Lands (DOL) Mandate and the Department’s strategic initiatives and and anticipate the potential political, ecological, economic, and legal impacts of departmental policies and strategic initiatives
  • The candidates should be able to research policy options and alternatives, and identify their potential political, financial, and organizational impacts and provide support to Departmental strategic planning processes and initiatives
  • The candidates should be able to participate in the amalgamation of Territorial and Commissioner’s Emergency Control Centre (ECC) systems, including various ECC policies and initiatives
  • The candidates should be able to conduct research and assist in drafting correspondence and documents for signature by the Deputy Minister or Minister in response to a wide range of policy matters
  • The candidates should be able to draft decision papers and information items related to various departmental policy issues and initiatives and support the Manager to ensure timely and clear communication of key policy issues, changes, and developments
  • The candidates should be able to collaborate and exchange information and expertise with others in the development of Divisional input into various Departmental and interdepartmental projects and initiatives
  • The candidates should be able to monitor the political, environmental, social, and economic environment with respect to implications for the management and administration of NWT public lands
  • The candidates should be able to record, maintain, action, and follow up on Ministerial commitments made through the Legislative Assembly and Standing Committee processes
  • The candidates should be able to conduct research and analysis to develop, review, evaluate, and implement program and operational policies, standards, guidelines, and procedures related to the administration of Territorial and Commissioner’s Lands
