Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of High school (Grade 12) graduation
Experience: Candidates should have over four years up to 8 years of experience in building inspection with focus on plumbing

Physical Requirements:

  • The candidates should be able to work effectively as part of a team

Other Requirements:

  • The candidates should be able to maintain current knowledge of the Ontario Building Code and all standards referenced therein and successfully complete qualification examinations and registration as required by the Province
  • The candidates should have completed an additional program of over two and up to three years in Civil Engineering, Architectural Engineering, or equivalent, or possess a Certificate of Qualification in Plumbing
  • The candidates should have successfully completed the following Ministry of Municipal Affairs and Housing Provincial qualification examinations: Legal Processes, House, Small Buildings, Large Buildings, Complex Buildings, Building Services, Plumbing all Buildings
  • The candidates must be registered with the Ministry of Municipal Affairs and have a BCIN Number
  • The candidates should hold a non-probationary valid Ontario Class G driver’s licence and demonstrated leadership abilities
  • The candidates should demonstrate integrity and sound judgment, good decision-making, and analytical skills
  • The candidates should possess exceptional written and verbal communication and interpersonal skills, with an emphasis on customer service

Responsibilities:

  • The candidates should be able to assist in the distribution of daily workload among the inspections group and coordinate between inspection disciplines to ensure that complex projects are approached with a team effort
  • The candidates should be able to provide leadership to the inspectors by helping to resolve complex site issues and coordinating with Plans Examiners and field inspection support to the inspectors on complex matters and perform detailed and comprehensive inspections of buildings and sites to ensure that construction is in accordance with the Ontario Building Code, plans, specifications, and documents
  • The candidates should be able to maintain accurate and comprehensive inspection and investigation records, including field notes, deficiency reports, orders, and photographs and mentor inspectors to ensure a consistent application of policies and interpretation of the Ontario Building Code
  • The candidates should be able to issue Orders to Comply, Stop Work Orders, and Orders to Uncover, Orders Not to Cover as a result of site investigations and in accordance with the legislative process and prepare documentation for the purposes of prosecution and testify in court
  • The candidates should be able to identify reports and tests required by professional engineers geotechnical, structural, mechanical, fire protection and architects to ensure they are received at the relevant stages of construction, and take corrective measures where reports and construction are deficient
  • The candidates should be able to request information and additional documentation from manufacturers and testing agencies for verification and ruling, to resolve uncertainty with new products or systems as they relate to intended performance, Building Code requirements, and suitable site condition application
  • The candidates should be able to provide assistance to homeowners and professionals who require clarification and understanding of the purpose and intent of the Ontario Building Code as it applies to interpretation, compliance methods, and current updates
  • The candidates should be able to liaise with plans examiners to resolve design and construction issues related to the Ontario Building Code and liaise with homeowners, contractors, trades, and professional designers through the construction process to ensure required inspections are undertaken and violations of the Code are corrected
  • The candidates should be able to investigate fire damage and building impact or failure accidents to determine the requirement for a building permit or unsafe condition and respond to Occurrence Reports generated by public inquiry or initiated by Police and Fire Services reports, By-law Enforcement, or internally
  • The candidates should be able to be available to represent the building division on after-hours callouts and provide comment and input into the development of technical policies and procedures
