Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a high school diploma
Experience: Candidates should have a minimum of three years of progressively responsible and diverse experience in a public sector environment, preferably municipal government
Physical Requirements:
- The candidates should have the ability to work under pressure and perform multiple tasks independently in a high-volume, politically charged, and stressful environment
- The candidates should have the ability to research and draft a variety of reports and independently manage small projects
Other Requirements:
- The candidates should have completed an appropriate certificate program from an approved business school or college related to business administration, human resources, communications, or adult education
- The candidates should have experience working with legislation, governance, program development, project management, and operational research and possess excellent communication and problem-solving skills
- The candidates should have a working knowledge of legislation, bylaws, and policies governing civic agencies and experience in volunteer or human resource management
- The candidates should have the ability to interpret legislation and articulate the meaning or intent in response to questions from civic agency chairs and members, Administration, and other stakeholders
- The candidates should have excellent interpersonal skills to work effectively with Council, senior members of City Administration, agency chairs and members, and the public
- The candidates should have an understanding of municipal governance and a high degree of political acumen
Responsibilities:
- The candidates should be able to assist City Council in making appointments to civic agencies, ensuring compliance with continually changing legislation, bylaws, policies, procedures, and Council direction
- The candidates should be able to assist in the research and preparation of Council appointment reports and briefing notes, anticipating Council requirements to ensure timely and legally enforceable decisions
- The candidates should be able to answer questions from civic agency chairs, Members of Council, external organizations, and City Administration regarding appointment processes
- The candidates should be able to work with agency chairs to obtain directions for candidate appointments and member reappointments, and maintain civic agency membership tracking databases
- The candidates should be able to assist with the development and coordination of civic agency recruitment and reporting, including recruitment materials, advertisements, news releases, and arranging interviews and testing of applicants
- The candidates should be able to coordinate communications related to civic agency recruitments and reporting processes, respond to inquiries regarding recruitment campaigns, and review agency bylaws and governing policies
- The candidates should be able to process applications, provide training and best practice resources, and provide governance support to City Administration and Civic Agencies
- The candidates should be able to assist in the development of bylaws, policies, and procedures, prepare, deliver, and analyze surveys, and maintain the records management structure for the Civic Agencies Team
- The candidates should be able to maintain business area web pages and statistics, and assist with the development, delivery, and evaluation of training sessions and material
