Requirements:

Languages: Candidates must have knowledge of the English or French Language
Education: Candidates should have Degree in social work or other relevant field
Experience: Candidates should have previous experience in a service field providing direct services to children, youth, or young adults

Physical Requirements:

  • The candidates must undergo satisfactory Criminal Record Check, Prior Contact Check, Child Abuse Registry Check, and Adult Abuse Registry Check

Other Requirements:

  • The candidates must possess a valid Manitoba Driver’s License, access to a vehicle, and the ability and willingness to travel throughout Manitoba
  • The candidates must be registered as a Social Worker with the Manitoba College of Social Workers or eligible to be registered as a Social Worker; equivalent education, experience, and eligibility for registration with a regulatory body may be considered
  • The candidates should have extensive knowledge and understanding of provincial child and youth-serving public systems, including but not limited to: child and family services, youth justice, addictions, disabilities, mental health, education, and/or victim support services/systems, and the associated legislation, regulations, policies, and standards
  • The candidates should have knowledge and understanding of The Advocate for Child and Youth Act and possess the knowledge of and ability to maintain strict confidentiality and use diplomacy and discretion when dealing with children, youth, their families, and the general public
  • The candidates should demonstrate the ability to use sound judgment with sensitivity when dealing with complex, difficult cases and public educational activities within the parameters of the Manitoba Advocate for Children and Youth/Ombudsman mandates
  • The candidates should have exceptional negotiating, problem-solving, and dispute resolution skills and have knowledge of advocacy principles and processes, including children’s rights, and/or employment or volunteer experience delivering advocacy services to, or on behalf of, others
  • The candidates should possess public speaking and public relations skills and demonstrate competency in this area and have knowledge and understanding of the lives of Indigenous peoples and the aims and objectives of Indigenous communities, as well as other diverse cultures with respect to the provision of culturally appropriate services
  • The candidates should demonstrate excellent organizational and time management skills and have the ability to use and knowledge of automated management information and case tracking systems and word processing software

Responsibilities:

  • The candidates should be able to act as an Intake Officer under the direction of the Manitoba Advocate for Children and Youth, or their designate
  • The candidates should be able to receive, assess, and prioritize all requests for advocacy services according to office policies, procedures, and under the terms of The Advocate for Children and Youth Act
  • The candidates should be able to determine the eligibility for advocacy services and provide brief advocacy services, assisting the child, youth, young adult, or family and other natural advocates, inclusive of community organizations, to access appropriate services and develop self-advocacy strategies through the use of alternative dispute resolution strategies
  • The candidates should be able to communicate with children who are receiving, have received, or who are entitled to receive any designated services described in The Advocate for Children and Youth Act or other persons who represent those eligible for these services
  • The candidates should be able to collaborate with MACY staff assigned to Thompson matters, initiating, developing, and maintaining relationships with community-based organizations and other relevant youth-serving organizations for the purpose of educating the public about the office and increasing the reach of the office’s youth outreach efforts
  • The candidates should be able to respond to inquiries regarding the special investigation review and serious injury programs and their processes, and assist children, youth, young adults, and their families who make inquiries
