Requirements:
Languages: Candidates must have knowledge of the English Language
Education:Â Candidates should have Undergraduate degree in Engineering or a combination of education, training and experience
Experience: Candidates should have extensive experience in traffic engineering and road safety with thorough knowledge of specialized technical functions
Physical Requirements:
- The candidates must be able to travel within the province of Manitoba by land, water, or air
Other Requirements:
- The candidates should be registered or eligible for registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of the Province of Manitoba (APEGM)
- The candidates must possess and maintain a standard Class 5 driver’s license with no restrictions and must be able to travel with overnight accommodation
- The candidates should have experience in highway planning, design, and construction with a preferred combination of urban and rural engineering exposure
- The candidates should have experience preparing traffic engineering plans and drawings, as well as the ability to conduct comprehensive traffic engineering studies, technical research, and report preparation
- The candidates should have experience with TAC’s Manual of Uniform Traffic Control Devices for Canada, Canadian Road Safety Audit Guide, and the Canadian Guide to In-Service Road Safety Reviews
- The candidates should have experience in human resource management, including training and development, coaching, labour relations, mentoring, conflict resolution, and understanding of the collective agreement
- The candidates should have experience in financial management as it relates to large and complex projects/programs
- The candidates should have excellent verbal communication skills with the ability to communicate professionally
- The candidates should have excellent written communication skills with experience writing various technical documents to support project planning and execution
- The candidates should have excellent organizational and time management skills. A Road Safety Professional designation would be beneficial
Responsibilities:
- The candidates should be able to provide engineering expertise, guidance, and supervision (direct and indirect) to professional engineers and related technical staff
- The candidates should be able to manage, provide sound leadership, planning, coordination, and financial accountability within the Branch as part of the Branch’s senior management team
- The candidates should be able to provide specialized engineering advice, management, and direction in support of Road Safety Strategies, policies, standards initiatives, and projects
- The candidates should be able to be an expert in analysis for road safety improvements on the Provincial highway network and proficient in applying the Transportation Association of Canada Road Safety Guide and other applicable engineering standards
- The candidates should be able to support the compilation and analysis of collision data on the provincial highway network, collision history, and comparative analysis in support of program delivery
- The candidates should be able to oversee the road safety priority improvement list (and report on corresponding key performance indicators) for implementation as part of highway capital projects or road safety initiatives in conjunction with Transportation Operations Division and Infrastructure Capital Projects Division
- The candidates should be able to be responsible for contract administration and oversight of complex, major road safety projects and initiatives, through the detailed application of engineering principles
