Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of High School Diploma
Experience: Candidates should have 5 Years of experience in diversified procurement, contract management, and supply chain management experience including proven supervisory capabilities

Physical Requirements:

  • The candidates should utilize leadership techniques, principles, and procedures to assign work, schedule, supervise, train and evaluate the work of assigned staff

Other Requirements:

  • The candidates should have a GED AND a Supply Management Training Diploma from the Supply Chain Management Association (SCMA) or equivalent OR a two-year post-secondary diploma or degree in public administration, public policy, supply chain, business, procurement, or a related field. A combination of education and experience in Edmonton Fire Rescue Services (EFRS) may also be considered in lieu of SCMA or procurement experience
  • The candidates should have knowledge of National Fire Protection Association (NFPA) standards and applicable SOP and SOG standards and specifications, understanding of fire rescue services
  • The candidates should have an understanding of Personal Protective Equipment (PPE), Self-Contained Breathing Apparatus (SCBA), specialized fire equipment, and fire-related terminologies
  • The candidates should possess knowledge of techniques and equipment used in maintenance and repair of breathing apparatus, support equipment, general procurement practices and procedures
  • The candidates should have knowledge of occupational hazards, safety precautions, and safety regulations related to the handling and storage of stock, material, tools, supplies, of sources, suppliers, and substitutions for specialized materials and the proper sale or disposal of equipment utilized in the fire and emergency medical industries
  • The candidates should have a valid Class 5 Driver’s License
  • The candidates should have hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position

Responsibilities:

  • The candidates should be able to manage all applicable agreements as the Contract Manager, working with the EFRS Contract Analyst
  • The candidates should be able to research, specify, and inform contracts as per CSA, NFPA guidelines for PPE, SCBA, uniforms, specialty fire equipment and identify opportunities for efficiencies in the inventory control system and process develop, implement, and manage opportunities for improvement
  • The candidates should be able to provide information as required for budget preparation and monitor the logistics budget and evaluate vendor proposals/quotes to ensure EFRS’ needs as outlined in tender packages are met
  • The candidates should be able to collect, analyze, and report on data detailing spending trends, clothing or equipment life cycles, to optimize budget allocation for logistics and forecast and fund for future PPE’s, uniforms, and specialized equipment replacement
  • The candidates should be able to identify opportunities for efficiencies in the processes of specification and purchasing of all clothing and equipment; align with City partners to ensure best practices are maintained in EFRS
  • The candidates should be able to monitor contracts, including performance data, and address non-conformance including risk management, where required and develop standardized reports to identify issues
  • The candidates should be able to work with the leadership team through the chain of command to develop business area guidelines and practices that align with and support the corporate policies, administrative directives, and procedures
  • The candidates should be able to supervise and administer fire equipment technicians, Abilities at Work job placement personnel, and modified duty personnel, including prioritizing and assigning work, performance management, vacation and attendance management, employee relations, and related activities lead and establish the supplier performance management plans of all assigned contracts using standardized metrics, such as key performance indicators and service level agreements
  • The candidates should be able to ensure adherence to the Edmonton Fire Fighters’ collective agreement for the distribution of PPE, uniforms, specialty fire equipment and stand as a member of Equipment, OH and S, and other committees the Chief of Logistics and Services as a subject matter expert on technical issues, budget projections, contract issues or procurement, and other related areas
