Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of High school graduation
Experience: Candidates should have 3 years of related experience in budgeting and computerized accounting

Physical Requirements:

  • The candidates should perform touch keying on a calculator often and work in an office environment and maintain effective working relationships
  • The candidates should sit with arms unsupported while keyboarding often and meet accounting and project deadlines often
  • The candidates should endure long periods of intense concentration while performing reconciliations and analyses often
  • The candidates should focus on a variety of source data and computer for long periods often
  • The candidates should be able to multi-task and manage changing priorities under tight deadlines and work well in a team environment and deal effectively with the public and outside agencies

Other Requirements:

  • The candidates should apply accounting techniques related to municipal accounting and budget processes
  • The candidates should coordinate the corporate budget process and demonstrate effective analytical skills
  • The candidates should interpret related legislation, policies, and regulations and maintain a high level of precision and attention to detail when reviewing and analyzing financial information
  • The candidates should be familiar with PSAB (Public Sector Accounting Board) standards and knowledge of the Community Charter
  • The candidates should operate current City-related specialty software at an advanced level
  • The candidates should provide technical guidance and advice to user departments and maintain accurate records

Responsibilities:

  • The candidates should be able to coordinate the preparation and administration of the municipal operating and capital budgets and review budget submissions to ensure consistency and compliance with guidelines and maintain spreadsheets and monitor budget adjustments
  • The candidates should be able to prepare and review monthly budget variance analyses and financial reports, and report on significant variances and assist in the preparation of annual financial statements and working papers
  • The candidates should be able to perform analysis of various financial information to be provided to managers for decision-making and coordinate departmental submissions by compiling financial information for grant applications, claims, and year-end reporting
  • The candidates should be able to ensure timely submission and submit extension requests and coordinate grant audits by providing detailed information to auditors and responding to inquiries
  • The candidates should be able to respond to inquiries relating to submitted claims and assist in the preparation of budget presentations for senior management and council
  • The candidates should be able to respond to inquiries from staff, department clients, and outside agencies, and provide related financial advice and guidance to departments in the preparation, monitoring, and control of their operating and capital budgets
  • The candidates should be able to participate in corporate financial projects and committees and review all purchasing and staffing requisitions to confirm budget
  • The candidates should be able to participate in the development and implementation of budget and accounting policies, procedures, and standards for all financial functions
  • The candidates should be able to assist in the planning, implementation, and improvement of financial systems
  • The candidates should be able to work collaboratively with internal and external stakeholders to assess and troubleshoot City budget software and provide training to new users
