Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have University undergraduate degree in Urban Planning (4 years) or an equivalent combination of education and experience
Experience: Candidates should have 6 years of related planning experience

Physical Requirements:

  • The candidates should be prepared for long periods of intense concentration while preparing and presenting reports and recommendations to council and the public (often)
  • The candidates should be capable of meeting multiple deadlines (often)
  • The candidates should be able to focus on a variety of source data and detailed drawings for short periods while reviewing applications and preparing reports (frequent)
  • The candidates will primarily work in an office setting
  • The candidates should be willing to work irregular hours

Other Requirements:

  • The candidates should be able to organize and prioritize work effectively and have an understanding of and ability to apply the principles of urban planning
  • The candidates should demonstrate working-level operation of current City word processing, spreadsheet, and related specialty software
  • The candidates should be able to read and interpret technical information, architectural drawings, and legislation
  • The candidates should possess the ability to compose and present proposals and policies and have experience in maintaining accurate records
  • The candidates should be able to establish and maintain effective working relationships
  • The candidates should have the ability to represent the City to the public and outside agencies and have eligibility for membership in the Canadian Institute of Planners

Responsibilities:

  • The candidates should be able to perform planning functions related to urban development and land use and be able to coordinate the rezoning process and amendments to the community plan
  • The candidates should be able to ensure timely and coordinated processing of all development applications and be responsible for bylaw amendments
  • The candidates should be able to coordinate the planning process and develop neighborhood plans and land use policies for assigned areas
  • The candidates should be able to administer the zoning approval process and represent the department at various levels by attending Council Standing Committee meetings and neighborhood committee meetings, compiling resource materials, and making presentations as required
  • The candidates should be able to coordinate and participate in the review of applications and preparation of reports and recommendations on building, rezoning, development, and variance permits and subdivision applications, as well as conduct site inspections as required
  • The candidates should be able to respond to inquiries from other departments, architects, developers, and the public by providing information and advice on zoning and development issues, local area and official community plans, and interpretation of zoning bylaws, and make recommendations on zoning and development policies to Council, Standing Advisory Committees, and staff
  • The candidates should be able to oversee the development application review process to ensure a timely, coordinated approach, and be responsible for bylaw amendments and process adjustments based on a review of provincial legislation, municipal bylaws, policies and procedures, and gathering input from multiple internal and external inputs
  • The candidates should be able to coordinate, assign, and review the work of consultants as required and perform related duties where qualified
