Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates need standard educational qualifications such as a Secondary (high) school graduation certificate or equivalent experience
Experience: Candidates should have a minimum of three years of progressively responsible related accounting experience, preferably within the public sector and utility environment

Physical Requirements:

  • The candidates should be able to effectively communicate and maintain relationships with all levels of management and non-management personnel

Other Requirements:

  • The candidates should have a recognized professional accounting designation such as CPA, CA, CMA, or CGA and experience working in a utility environment and within a large corporation
  • The candidates should have experience with capital accounting, including financial planning and budgeting and be experienced with operating financial planning and budgeting
  • The candidates should have knowledge and experience with Google Sheets, Docs, and Slides and proficiency with Microsoft Excel, SAP, and related systems
  • The candidates should have a thorough understanding of general accounting activities, including operating and capital budgeting, forecasting, and financial analysis
  • The candidates should have a thorough knowledge of corporate and departmental policy and procedures and significant experience with financial and analytical software systems
  • The candidates should have strong analytical and conceptual skills to resolve complex financial issues and comply with generally accepted accounting principles, CICA Handbook, IFRS, and Public Accounting Standards
  • The candidates should have a good working knowledge of City functions and departmental work and strong problem-solving skills and effective communication and provide excellent customer service while adhering to professional standards

Responsibilities:

  • The candidates should be able to provide support to the Senior Accountant/Finance Manager and operations by gathering data and developing spreadsheet reports for budget proposals
  • The candidates should be able to conduct analysis of monthly results, yearly budgets, and actuals, reviewing one-time items and providing further analysis
  • The candidates should be able to participate in the review of proposed capital profiles developed as part of the Capital Budget process, ensuring reasonableness, completeness, and considering funding options for review and sign-off
  • The candidates should be able to provide support in preparing recommendations to Operations, including analyzing cost drivers and identifying potential financial issues
  • The candidates should be able to initiate the approval process, ensuring justification and supporting documentation for any changes through budget adjustment working papers
  • The candidates should be able to conduct analysis of data to support budget adjustments, including considerations for rate and fee changes, comparisons, benchmarking, forecasting projections, and linking agreements
  • The candidates should be able to perform budget consolidation, updating information in COBS, and supporting Operations in preparing documentation and prepare support analysis to incorporate into utility rate files
