Requirements:

Languages: Candidates must have knowledge of the English Language

Physical Requirements:

  • The candidates should be resourceful, able to multitask, and possess strong consulting skills
  • The candidates should have the ability to establish, build, and maintain collaborative relationships with various stakeholders to meet corporate objectives
  • The candidates should be able to travel to City of Toronto work locations across the city, including parks, parks yards, and other city locations; and be prepared to exceed the Hybrid Work Program’s minimum 2-3 days in office

Other Requirements:

  • The candidates should have  or an equivalent combination of education and experience and formal change management accreditation Prosci or CCMP
  • The candidates should have extensive change management experience in a major public or private sector organization, preferably in a public sector and/or unionized environment
  • The candidates should have considerable experience leading technology-led change projects, focusing on behavioral change and adoption of new technology
  • The candidates should have considerable experience working at a strategic level, liaising with stakeholders to identify potential change impacts and ensuring effective change plans are in place
  • The candidates should be able to work and communicate with senior leaders in an advisory capacity, particularly in addressing their role in effective change leadership
  • The candidates should have comprehensive knowledge and understanding of change management processes, including complexity, culture, risk, readiness assessments, stakeholder identification, analysis, engagement, change communication planning, and training strategy development
  • The candidates should have in-depth knowledge of current change management methodologies, principles, practices, processes, tools, and templates
  • The candidates should have considerable experience in communication skills with stakeholders at various levels, including negotiation, influencing, and presentation skills; and a strong ability to facilitate small to large-sized groups and discussions
  • The candidates should have or be able to maintain a valid Province of Ontario, Class “G” Driver’s License

Responsibilities:

  • The candidates should be able to assess organizational readiness and collaborate with the change management team to develop change and communication plans and involve the right people at the right time through stakeholder engagement strategies and plans and engage stakeholders to assess root causes and performance gaps, and implement appropriate interventions
  • The candidates should be able to assess risks and potential impacts associated with change initiatives, recommending and implementing actions to minimize negative effects and collaborate with training staff to integrate change management approaches into training materials and delivery
  • The candidates should be able to assess, evaluate, and anticipate organization and stakeholder readiness, particularly in a public sector unionized environment, and develop plans to enhance change capacity and capability and lead stakeholder management, including conducting and documenting stakeholder change impact assessments and outlining actions to support new behaviors
  • The candidates should be able to develop, maintain, implement, and communicate a change management framework, language, policies, procedures, tools, and resources and identify key stakeholders and contribute to the development of stakeholder engagement and communication plans
  • The candidates should be able to understand and apply change methodologies and principles, and contribute to the development of strategy and implementation plans for the division and research, define, recommend, and prioritize new opportunities, continuous improvement, emerging technologies, tools, resources, methodologies, and strategies
  • The candidates should be able to act as a subject matter expert and advise on change management practices and the effective implementation of change management frameworks, strategies, tools, and resources and engage senior leaders to promote alignment and ensure appropriate sponsorship of initiatives
  • The candidates should be able to calibrate leadership expectations and project scale based on assessments, impact analysis, and other data and assessment data to identify areas of focus and potential strategies to address needs, and work with leaders to develop and implement corrective actions
  • The candidates should be able to assess learning needs, identify gaps, and develop plans, including resource requirements, budget needs, and performance metrics and identify the impact of culture on change initiatives and design approaches and plans to address cultural aspects requiring change
  • The candidates should be able to bring analysis and conclusions forward to clients or stakeholders, chair meetings, and promote systematic discussions and develop corporate data analytics for performance analysis, including return on investment measures, and make recommendations for improvements
  • The candidates should be able to define and measure success metrics, monitor progress, and evaluate outcomes against objectives and conduct “lessons learned” evaluations and recommend changes to processes and practices and develop a measurement and benefit realization strategy and monitor achievement of performance outcomes and develop an approach to embed or institutionalize change to sustain benefits, including knowledge transfer, performance management, and continuous improvement
  • The candidates should be able to ensure organization stakeholders and customers understand the rationale for change and develop materials for socializing change with senior management and sponsors, including briefing materials, reports, and presentations and collaborate with the communications team to develop key messages for communication at all levels and guidance on new best practices, innovations, tools, and resources to a change management community of practice
