Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Post-secondary education in a relevant discipline (Building Science, Facility Management, Construction Methodology or construction related Project Management)
Experience: Candidates should have experience taking a leadership role in working with project teams, external contract consultants and/or construction personnel, in multi-project environments

Other Requirements:

  • The candidates should have experience managing commercial properties in a portfolio with multiple stakeholders, such as a number of different landlords with varying lease conditions

  • The candidates should demonstrate the ability to use various software, including Microsoft Word, Microsoft Excel, and Project Management software
  • The candidates should possess effective communication skills, both orally and in writing, at a professional level with senior management, consultants, contractors, staff from various departments/divisions, other agencies, and the public, and the ability to work effectively in a professional project team environment

Responsibilities:

  • The candidates should be able to manage facility operations and supervise building and property operations in the Children’s Services Division and supervise and schedule activities of contracted and in-house services, ensuring efficiencies and alignment with program delivery (including electrical, plumbing, HVAC, custodial, grounds maintenance, and pest control services)
  • The candidates should be able to oversee the preventative maintenance program, ensuring uninterrupted service delivery to directly operated child care centers, including district office locations across the City and develop and manage tenders/requisitions for renovations, maintenance work, and equipment; ensuring space ratio and other legislation requirements are adhered to
  • The candidates should be able to develop and maintain open order contracts for the child care sites operated by Toronto Early Learning & Child Care Services (TELCCS), including providing support to Centre Supervisors during renovations & repairs; confirming adherence to legislative requirements, including OHSA, OBC, and Child Care Early Years Act (CCEYA)
  • The candidates should be able to confirm maintenance/renovation work complies with legislated requirements, City policies/procedures, building codes, expediting required permits and/or licensing documentation where applicable and direct/coordinate project work and attend all required site meetings
  • The candidates should be able to provide input into and administer assigned budgets (SOGR, Operating & Emergency), ensuring that expenditures are controlled and maintained within approved budgets. Develop, manage, and monitor service contracts, within Asset Management, ensuring compliance with corporate standards
  • The candidates should be able to liaise with City Departments, external organizations, and contractors to ensure safe work environments, including liaison with City staff to resolve contractor/landlord conflicts. Provide input, as requested for lease negotiations/renewals; address inquiries related to building services and manage the lease agreements and lease agreement renewal process within identified building portfolios and provide leadership on behalf of the section in negotiations with the Corporate Real Estate Management Division
  • The candidates should be able to develop/implement specifications, guidelines, and assist with the development of performance measures for Asset Management and develop and monitor preventative maintenance programs for building facilities and playgrounds within an identified building portfolio and represent Children’s Services for all city-operated childcare projects
  • The candidates should be able to implement detailed plans and recommend policies/procedures regarding program-specific requirements for child care that affect the identified building portfolio and any of its tenants and conduct site visits at all TELCC locations across the City and attend mandatory visits to identify and inventory any outstanding work, deficiencies, and repairs
  • The candidates should be able to research playground design and make recommendations for new designs, including specification work. Assist with issue-specific research initiatives relating to building services and represent the Unit/Division on cross-Departments and Intergovernmental initiatives; for example Waste Management, Energy Conservation, and Health & Safety
  • The candidates should be able to coordinate support during emergency situations by notifying all identified building-related personnel. Negotiate solutions to temporarily rectify the physical space with building landlords, maintenance staff, insurance agencies, and their crews. Coordinate and supervise all after-hour issues, such as security breaches, building failures, etc. Coordinate, supervise contractors or liaise with third parties to obtain long-term solutions to avoid emergencies from repeating
  • The candidates should be able to review and supervise project work and provide direction to external contractors/consultants as required. Monitor work output and ensure results are achieved within specified time frames and budget restrictions. Supervise and coordinate any concerns with hazardous/designated substances to ensure due diligence
  • The candidates should be able to work with staff of the Project Management Unit to ensure capital plans are prioritized to maintain facilities in a state of good repair and participate in the identification, documenting, and advocating for major capital projects & SOGR projects. Assist Project Managers in project delivery in coordination with the client
