Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have a university Degree, or College Diploma in a related discipline (i.e., Civil Engineering, Quantity Surveying, Contract/Construction Law, Business Administration, etc.)
Experience: Candidates should have a combination of education, training, and experience deemed to be equivalent
Other Requirements:
- The candidates should be certified as a Construction Contract Administrator (CCCA), Project Management Professional (PMP), Professional Engineer Ontario (P.Eng.), Certified Engineering Technologist (C.E.T.), Royal Institute of Chartered Surveyors, or similar designation, which is considered as an asset
- The candidates should demonstrate extensive knowledge of construction contract administration and claims management techniques and practices in a large multi-project complex construction and infrastructure environment
- The candidates should demonstrate skills in the development, application, and communication of internal contract administration procedures and leading practices, preferably in the transit and/or infrastructure industries
- The candidates should have extensive experience in the interpretation of contract law and Ontario legislation (e.g., Construction Act, Professional Engineers Act, Canadian Construction Documents Committee documents, bespoke contract documents, specifications and drawings, and legal statutes and proceedings) evident within their application
- The candidates should demonstrate knowledge of Human Resources legislation (e.g., Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions
- The candidates should reveal knowledge of quality assurance and quality control principles, practices, and methods to lead the implementation of controls for contract management processes
- The candidates should possess sound management and motivation skills to manage departmental staff, lead projects, and motivate a team of commercial management professionals
- The candidates should have solid negotiation and oral/written/presentation skills to deal with all contract administration and commercial management issues and to lead claims negotiations with contractors
- The candidates should also possess sound interpersonal and oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity, liaise with all levels within the organization and in the field, and work effectively with specialists across multiple sectors
- The candidates should have knowledge of risk management systems and processes to identify and mitigate risk; recognized organizational and research skills to conduct research into current trends, leading practices, tools, and technologies
- The candidates should reveal proficiency in MS Office (Excel, Word, Visio) with an understanding of database management systems
- The candidates must also reveal the ability to interpret/apply legislation and technical information to the TTC’s electrification infrastructure and facilities
- The candidates must obtain WHMIS certification and OHSA training in this position
Responsibilities:
- The candidates should be able to provide guidance and operational management of commercial decision-making and promotion of coordination of commercial management issues for the Innovation & Sustainability Group (ISG)
- The candidates should be able to develop and implement comprehensive strategies, methodologies, tools, and techniques for commercial management excellence and continuous improvement
- The candidates should be able to implement and monitor claims prevention strategies, plans, and actions to protect the TTC’s best interests and reputation
- The candidates should be able to implement a robust document control system to support claim prevention
- The candidates should be able to facilitate the development and implementation of commercial management systems, standards, and operational procedures
- The candidates should be able to work with Procurement & Category Management to implement the commercial aspects of recommended procurement strategies
- The candidates should be able to provide guidance and leadership in the development of contract negotiation, commercial governance, and management strategies
- The candidates should be able to apply a strong understanding, knowledge, and adoption of the marketplace, emerging trends, and leading practices
- The candidates should be able to monitor the status of Key Performance Indicators (KPIs) on a monthly basis and lead a team to develop and update reporting for material projects and contracts
- The candidates should be able to interact with senior staff from internal and external stakeholders with respect to claims, dispute resolution, etc.
- The candidates should be able to ensure contractor adherence to terms, conditions, and other contractual obligations
- The candidates should be able to provide subject matter expertise in the area of complex projects, focusing on the areas of risk, quality, safety, and security
- The candidates should be able to manage the provision of commercial management expertise and advice to ISG’s project teams regarding all aspects of contract administration and risks
- The candidates should be able to address significant commercial issues, including complex engineering and operational challenges
- The candidates should be able to participate in the TTC customer service Ambassador Program
