Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have a degree in education or Social Sciences
Experience: Candidates should have three years experience in the career development field

Other Requirements:

  • The candidates should have knowledge of the NWT labor market, employment, and training trends to ensure programs and services target client
  • The candidates should possess knowledge of career development, human resource development, and adult learning theory and practices to ensure programs and services are appropriate for the client base
  • The candidates should demonstrate effective communication skills, interpersonal skills, organization skills, people management skills, time management, and analytical skills to deal productively and effectively with staff, customers, and various partners on training and labor market matters
  • The candidates should have knowledge of the content and interpretation of the Apprenticeship, Trade and Occupations Certification Act, Collective Agreement, Excluded Employee Handbook, the Public Service Act, and the Human Resource Manual to support staff in making appropriate interpretations
  • The candidates should have proven leadership and management skills to effectively manage, coach, and supervise staff, including the ability to negotiate staff policies, resolve disputes, and evaluate worker performance
  • The candidates should possess knowledge of general contracting protocols to ensure compliance with the GNWT’s Financial Administration Act
  • The candidates should have at least one year of supervisory experience to be considered for this role

Responsibilities:

  • The candidates should be able to plan, direct, control, and evaluate the delivery of Career and Employment development, Apprenticeship, Literacy, and labor Market Agreement programs and services
  • The candidates should be able to ensure compliance with GNWT acts, regulations, and departmental policies while maximizing employment and education opportunities for applicants in the Region
  • The candidates should be able to ensure accountability and results in the delivery of ECE’s programs
  • The candidates should be able to ensure appropriate expenditure of public funds and oversee the actions of staff
  • The candidates should be able to provide effective leadership to career development programs and services to enhance the credibility of the Department and contribute to the development of a skilled Northern workforce
