Requirements:

- The candidates should have extensive experience in all aspects of transformational IT projects in complex environments, including scope management, budget and timeline management, estimating and managing project resources, risks, issues, organizational change management, timely decision-making, critical path identification, business transformation, data transformation, data migration, and user experience optimization
- The candidates should possess extensive experience in project management/coordination, delivering projects, activities, and assignments from inception through to implementation with minimal direction while balancing political, community, and other stakeholder interests
- The candidates should demonstrate knowledge of using project management tools for planning and implementing complex projects and packages and have the ability to manage large-scale multi-year technology projects

- The candidates should have considerable experience preparing and delivering presentations to senior management and other stakeholders, preparing comprehensive reports, business case writing, briefing notes, and/or policy writing/development. They should have the ability to establish effective working relationships and work collaboratively with staff, internal and external clients, and other stakeholders
- The candidates should have a working knowledge of municipal government responsibilities, services, issues, and legislation and demonstrate political acumen and understanding of public relations and building partnerships
- The candidates should have highly developed analytical, organizational, and problem-solving skills and possess advanced written and oral communication skills, with the ability to communicate and interact effectively with staff at all levels of the Toronto Public Service and members of the public
- The candidates should have the ability to multi-task with excellent organizational and time management skills to successfully manage a workload with competing demands and deadlines and have strong knowledge of a variety of software applications, including MS Office (Project, Visio, Excel, Word, and PowerPoint)

Responsibilities:
- The candidates should be able to lead complex, multi-divisional projects for the Business Management section, utilizing advanced project and stakeholder management skills, technical expertise, and consultation services
- The candidates should be able to develop, implement, and evaluate complex, large-scale programs, projects, and policy initiatives to deliver project mandates that support divisional strategy and advance the City’s Vision Zero Road Safety plan
- The candidates should be able to manage assigned projects, ensuring effective cross-divisional teamwork and communication, high standards of work quality, health and safety, and organizational performance and continuous learning
- The candidates should be able to allocate Capital and Operating budget funds, develop business cases, and ensure that the project expenditures are controlled and maintained within approved budget limitations
- The candidates should be able to provide lead project management and strategic advice for all projects, activities, and assignments to deliver assigned projects and programs in a complex municipal environment
- The candidates should be able to coordinate inter-divisional programs, including program development, resource allocation, monitoring service standards, and delivery levels and able to deliver innovative IT business solutions and a secure reliable IT infrastructure in support of division’s programs and services
- The candidates should be able to provide direction, leadership, and guidance to project teams and manage the design, integration, and implementation of solutions that support the division’s IT initiatives
- The candidates should be able to manage all aspects of transformational division IT projects in a complex environment, including designing, developing, and implementing functional policies for major IT transformation and performance improvement projects based on the division’s strategic directions and priorities
- The candidates should be able to determine project requirements, obtain all approvals and signoffs, develop, manage, and report on detailed project plans of varying levels of complexity and able to lead the teams of technical staff, vendors, and other intra/interdivisional stakeholders to implement projects effectively
- The candidates should be able to lead and manage the development of detailed scope requirements, budgeting, resources management, planning and scheduling, progress monitoring and reporting, manage and mitigate issues and risks, prepare and execute change requests
- The candidates should be able to lead, oversee, and carry out the project budgets and provide financial management such as sole source requests, contract negotiations, feasibility and cost/benefit analysis
- The candidates should be able to supervise the work of multidisciplinary and inter-divisional project teams, as required, including the scheduling, assigning, and reviewing of work and able to advise and respond to requests from senior management and Division Head on project issues, status, and technical matters
- The candidates should be able to provide lead project management and strategic advice for various projects applying the project management body of knowledge (e.g. Project Management Institute) to the planning and execution of assigned capital projects in a complex municipal environment
- The candidates should be able to monitor projects with the help of other City divisions to ensure completion in accordance with approved plans, agreements of undertaking, and long-term maintenance
