Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Post-secondary education in business, computer sciences, industrial engineering, or in a discipline pertinent to the job function or an equivalent combination of education and experience
Experience: Candidates should have extensive experience in business analysis, including elicitation and management of business requirements, and contributing to RFQ, RFP and RFI processes

Other Requirements:

  • The candidates should have extensive experience analyzing and implementing business process modeling, business process improvement, strategic plans, and management structure development
  • The candidates should have experience with project management, including planning, implementation, and post-implementation support
  • The candidates should have experience using a variety of software packages including process design software (Visio), business requirements management and quality assurance tools (Blueprint, and HP QC), project management software (MS Project), and MS Office (PowerPoint, Excel, Access, and Word)
  • The candidates should have experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders
  • The candidates should possess well-developed skills, including presentation and facilitation skills, with the ability to apply those skills using a wide range of media with numerous stakeholders including clients, senior management, and other third-party stakeholders
  • The candidates should have experience in the Information & Technology Industry and should possess superior analytical, interpersonal, and problem-solving skills
  • The candidates should have strong negotiation, mediation, and conflict resolution skills with an excellent ability to influence results
  • The candidates should demonstrate the ability to work with minimum supervision and Familiarity with municipal government legislation
  • The candidates should have good organization skills with the ability to handle multiple tasks and projects concurrently and meet deadlines

Responsibilities:

  • The candidates should be able to develop and implement detailed plans and recommend policies/procedures regarding program-specific requirements
  • The candidates should be able to conduct research into assigned areas, considering developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government
  • The candidates should be able to provide input into and administer assigned budgets, ensuring expenditures are controlled and maintained within approved budget limitations and able to document and analyze business processes, requirements, input costs, output levels, and conduct workflow analysis and business process modeling
  • The candidates should be able to prepare business cases, project charters, concept documentation, project plans, and related materials contributing to City initiatives and the effective use of Technology assets and services leading to service efficiencies and resource optimization
  • The candidates should be able to conduct analyses to measure the effectiveness of technology solutions and service delivery methods and processes and able to evaluate and make recommendations on alternative methods of delivering technology solutions
  • The candidates should be able to make recommendations to stakeholders on changes in business methods and processes, including appropriate staffing levels, resource allocation, and alternate service delivery options
  • The candidates should be able to design or modify business processes in accordance with the Business Process Model and Notation (BPMN) standard and able to design or modify technology solutions for administering service delivery and tracking the cost and effectiveness of service delivery
  • The candidates should be able to prepare reports to management supporting recommendations on changes in technology solutions, business methods, and business processes, including appropriate staffing levels and resource allocation
  • The candidates should be able to document or contribute to product visions, user cases, user case models, and supplementary specifications and able to conduct studies on the feasibility of integrating technology and processes to deliver a range of support services
  • The candidates should be able to identify potential technology business integration opportunities through knowledge of industry trends and related divisional technology projects and able to organize, participate in, and conduct proof-of-concept initiatives with client stakeholders to assist in determining the adoption of new technologies and processes
  • The candidates should be able to provide support, in collaboration with the client community and key inputs from all Technology sections, to a central library of concepts streamlining capital business case creation and contributing to the overall Technology Portfolio
  • The candidates should be able to contribute to the creation of unit work plans
