Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have educational qualifications such as a Secondary (high) school graduation certificate or Intermediate or a Bachelor’s or Master’s degree or equivalent experience
Experience: Candidates should have considerable experience in developing requirements for division business needs
Other Requirements:
- The candidates should have considerable experience in testing new features and providing Go/No-Go decisions and should possess considerable experience with tracking and reporting changes in tracking programs
- The candidates should have experience with Microsoft PowerShell (Scripting Language) and cloud-based application support and have experience utilizing computer software used, including ArcGIS, Access, Oracle, SQL, and the Microsoft Office suite
- The candidates should demonstrate excellent oral and written communication skills, with the ability to effectively communicate to all stakeholders and have experience with the Bentley/Autodesk CADD platform
- The candidates should possess excellent interpersonal skills, with the ability to work independently and cooperatively with others in a team environment, as well as establish and maintain effective working relationships with all levels of staff and external contacts
- The candidates should demonstrate communication skills to provide troubleshooting support, prepare technical documentation, report on problems, and deal effectively with all levels of management and staff
- The candidates should have knowledge of FME Server and Python and have knowledge in Document Management Systems and the ability to provide Ad-Hoc reporting
- The candidates should have the ability to provide training to staff and should support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces
- The candidates should have the ability to plan, prioritize, organize, and work with minimal supervision, as well as work well with other staff and possess advanced problem-solving and project coordination skills, and the ability to exercise independent judgment to resolve issues and achieve successful outcomes
Responsibilities:
- The candidates should be able to support the ECS Capital Works Program through the provision and enhancement of software platforms, including the Project Tracking Portal (PTP), ProjectWise, and others
- The candidates should be able to provide oversight and assistance for all capital delivery projects assigned to ECS and able to liaise and coordinate with internal and external groups on accomplishments of deliverables
- The candidates should be able to manage service delivery to achieve organizational performance and quality standards and expectations, ensuring conformance to division, cluster, and corporate standards
- The candidates should be able to assess, analyze, evaluate, and recommend process and policy alternatives and able to conduct feasibility studies on business opportunities and challenges
- The candidates should be able to provide inputs on improvements to the current business environment and processes and able to recommend improvements to current methodology, process, standards, and policies
- The candidates should be able to facilitate the collection of business requirements and build consensus amongst clients on the accomplishment of deliverables and able to prepare Business Case, Business Requirements, Gap Analysis, Logical Data Models, and Design documents for proposed solutions
- The candidates should be able to provide inputs to Data Management teams on the transformation of clients’ business requirements as represented by logical data models into physical data models and able to design and implement business and data/information requirements into databases or file management systems
- The candidates should be able to develop programs to translate business requirements and designs into information systems and able to prepare test data and conduct testing of programs and systems for unit, system, performance, usability, user acceptance, disaster recovery, and implementation tests
- The candidates should be able to prepare test strategy, test cases, and test scripts for system, performance, usability, and acceptance testing of system solutions developed
- The candidates should be able to participate in walk-through of deliverables to identify potential problems and able to prepare implementation and rollout strategies and plans
- The candidates should be able to prepare documentation for systems to facilitate transfer of knowledge and able to provide inputs to “Go / No Go” cut-over decisions, for example, roll-outs
